About the Berlin Process
The Berlin Process is a diplomatic initiative linked to the future enlargement of the European Union. It started with the 2014 Conference of Western Balkan States, Berlin, followed by the 2015 Vienna Summit, 2016 Paris Summit and the 2017 Trieste Summit, and London 2018 Summit. The last conference was held in July 2019 in Poznan. The Berlin Process is an intergovernmental cooperation initiative aimed at revitalizing the multilateral ties between the Western Balkans and selected EU member states, and at improving regional cooperation in the Western Balkans on the issues of infrastructural and economic development.

To ensure the implementation, monitoring and transparent reporting on the progress on the actions aimed at removing obstacles to the recognition of academic qualifications, the ERI SEE and RCC formed a joint Working Group on Recognition of Academic Qualifications (WG RAQ). The Joint Working Group for the Recognition of Academic Qualifications (JWG RAQ) was established in December 2017, with the aim of implementation of activities under the MAP REA. JWG RAQ is composed of the representatives of ministries of education from the region, ENIC/NARIC offices and Quality Assurance agencies.

Recognition is understood as “a formal acknowledgement by a competent authority of the value of a foreign educational qualification with a view to access to educational and/or employment activities”, as defined by the Convention on the Recognition of Qualifications concerning Higher Education in the European Region adopted Lisbon in 1997, article I, or better known as the Lisbon Convention (LRC).

Regional Cooperation Council and Education Reform Initiative of South Eastern Europe are regionally owned and led cooperation framework and initiative. Under the Multi-annual Work Programme for Regional Economic Area, endorsed by the Western Balkan 6 Leaders, they have been tasked to coordinate measures leading to removing obstacles to recognition of academic qualifications in the Western Balkan region.
